Why haven't dashcams, popular in China, been installed on large scale outside the United States?

Currently, more and more drivers are using dashcams in Germany, but the protection of personal information has been increasing and there are strong calls for a ban. The tradeoff between the image value of dashcams and the protection of personal information is something that Germany will have to consider carefully in the future, but the advent of GPS jammers has succeeded in attracting a number of people.
The law enforcement environment is susceptible to all sorts of influences. For example, there is a traffic accident, the brother-in-law of the other party works in a certain unit. The accident may well shift you from non-responsible party to responsible party, or from secondary to primary responsible party. That's because while the Chinese concept is that dashcams are only used to prove whether there have been real traffic violations and prevent "cheating," some governments in other countries don't view dashcams as just drivers recording traffic images. They believe the dashcam images may involve the privacy of others.
