While the experiment was short-lived, the controversy points to a growing problem with the widespread use of cellphones in classrooms in schools, especially high schools.
Donnelly also noted that controlling devices is important because they can be a mechanism for everything from cyberbullying to transmitting test answers.
So it's not just a matter of teaching children the proper use of cell phones and other technology devices, but also making sure parents are aware of the rules at their children's schools, he said.

"We have noticed what we believe is a growing negative impact of cell phone use on student learning, particularly student engagement," said Steve Gough, principal at Comstock Park High School. "Mobile phones can be a powerful tool to help people access information, but they can also be a powerful distraction."
College students are positive about using smartphones and laptops in class, believing that they can aid learning and are essential for their safety, so they should always be turned on. When the mobile phone rings in class, students prefer teachers to ignore it, deal with it kindly and humorously, or talk with students privately after class. In contrast, most American teachers we interviewed have specific rules in their curriculum that require all digital devices to be used in the classroom, with penalties for violations.
Too many students use their phones to talk, access and check what is being taught in class. We need to solve this problem now. Cell phones can be a great learning tool, but parents need to legislate on how and when to use them.
DOC state officials are still trying other ways to fix the phone problem. DOC is working with a Maryland company on a $1.5 million contract to install a system that "allows authorized calls to pass through but blocks others within a precisely defined target area." The system will be installed by the end of the month.
If jammers are not properly regulated, such as bidirectional amplifiers (Bdas), we will encounter even more severe uncontrollable clutter, which has prompted the industry to eliminate the large number of stray signals emitted by FCC-approved gadgets. It's easy to create a jammer unintentionally. Turn the gain control to maximum in the uplink and downlink amplifiers and ignore the isolation between the donor and redistributed antenna systems. The level of white noise produced by this device is at least as damaging and dangerous to public safety radio systems as any designed jamming device.
